I have a buyer outside my country who can't check out successfully.

This most likely means you, the seller, do not have appropriate international shipping rates set up for that specific listing. Here's all you need to do in order to let the buyer check out successfully: 

  • Click "Edit" next to your listing here.
  • Click "Add Shipping Rate" in the "How will you ship it?" section:

  • Select the country where you want to ship the item, enter the relevant shipping cost, then click "Save Changes":
